I strongly oppose widening of Serene Hills Drive. I'm disappointed in the continued lack of forethought on how to account for the rate of growth and expansion of Lakeway. Expansion of Serene Hills Drive doesn't solve that problem rather exasperate existing ones. It is ill-conceived to position expansion of Serene Hills Drive (SHD) would improve flow. It will not. It will worsen given you will continue to intentionally direct any and all traffic flow from 71 to 620 (and vice versa) via Serene Hills Drive. You will deliberately devalue the homes within the Serene Hills neighborhood, which are already dealing with the impact of the Business Park built across 71 and approval of an unsightly auto center right at the entrance of the neighborhood. This update will exponentially increase congestion on SHD and Flint Rock road and most certainly create an already increasing safety risk for families and children of serene hills by trying to widen SHD.

As taxpayers and residents of Lakeway, I expect our city to protect the communities and neighborhood within it. This expansion poses a true safety risk, health risk from pollution, and ruin of an upscale and desirable community and will further devalue homes. This will drive people to leave Lakeway.

I respectfully oppose the proposal to widen Serene Hills Drive to four lanes. As a daily user of this road, I have rarely encountered congestion outside of brief periods during school drop-off and pick-up times, which dissipate quickly. Since the ban on large trucks, the roadway has been notably calm and safe for residents and visitors throughout the day and on weekends.

Beyond the obvious financial implications to taxpayers, widening the road would negatively impact the character and tranquility of our neighborhood. The current tree-lined median, which is a hallmark of Serene Hills, would be lost, and noise levels would increase for the hundreds of families living nearby. Increased traffic and higher speeds could also make it more dangerous for residents, especially children and pedestrians, to cross the street or access public trails. The addition of more lanes does not address existing safety concerns, such as the blind hill and lack of effective traffic calming measures

Home values are also at risk. Studies have shown that road expansions can lead to a decrease in property values, which would ultimately reduce property tax revenue for the city and place further pressure on local taxpayers.

Finally, the proposed widening does not address the root causes of congestion. The expanded section would still funnel traffic onto roads that are not slated for widening, creating new bottlenecks and failing to provide meaningful long-term relief.

Instead of widening Serene Hills Drive, I urge city leaders to consider proven traffic calming measures-such as speed bumps, lane narrowing, or improved signage-that enhance safety without sacrificing the character and quality of our neighborhood. Please preserve what makes Serene Hills special and reject this unnecessary expansion

Like many others have said, I am against serene hills drive turning into a 4 lane road. Serene Hills is a community, a neighborhood. It is not the place for a 4 lane road going through the middle of it to attract increased traffic to cut over to Lakeway and 620 and the high school. When the new high school is built, the traffic needing to cut over will decrease. A lot of this traffic is for the high school. 4 lanes would increase traffic noice and be a major disturbance to residents of serene hills. It would also demo the beautiful medians and landscaping that serene hills has. It’s undeniable how beautiful the neighborhood is when you drive in off hwy 71. If you add 4 lanes you will take away a lot of its beauty and appeal. Kids, elderly, parents pushing strollers walk the side walks up and down serene hills drive the very little sidewalks that are even in serene hills. If you widen to 4 lanes, it will demo our only sidewalks we even have to walk on. Kids also cross serene hills drive to go over to the La Campana Park from the other side of the neighborhood. If it turned into 4 lanes it will be very dangerous even more than it already is for kids to cross traffic. Please listen to all of us. Do not expand serene hills drive.

Widening Serene Hills Drive (#3) would negatively impact our neighborhood with increased noise, air pollution from heavier traffic, and a higher risk of accidents. Additionally traffic will have a severe negative impact on homes who back up to Serene Hills Drive and I believe we would see a decline in property values for our community. This neighborhood is a community that walks their dogs, bikes the trails and enjoys the beautiful "serene" drive in from their busy lives. Alternatively, extending Flint Rock Road (#2) offers a solution to improve traffic flow between 620 and Highway 71.

Widening Serene Hills Drive would be a travesty to this part of Lakeway. As someone who owns a piece of property that directly backs up to Serene Hills Drive, the additional amount of traffic literally on the opposite side of my fence would require my family and I to reconsider living in Lakeway. Any active member of the Lakeway community can see that this is not a viable solution and I hope the council recognizes what a grave error this would be.

Totally oppose widening Serene Hills from State Hwy 71 to Lakeway Boulevard to alleviate traffic along RM620 to minor arterial that can adopt to existing ROW available.
Point being most vehicles are using Serene Hills and Flint Rock as a short cut in lieu of 71, Bee Cave Pwy to 620 as it saves them 8-10 minutes, 4-6 additional red lights and several additional miles.
To create a 4 lane thoroughfare through a residential area, and our neighborhood to Lakeway Boulevard will increase the travel time and distance, of these pass throughers. They won’t use your proposed route and will continue to use Flint Rock as a short cut.
Also let’s address the elephant in the room, the 80 bay warehouse across Hwy 71 on Serene Hills. By widening Serene Hills you are inviting these warehouse transportation vehicles through our neighborhood as well as Lakeway throughout all hours of the day and night! We had previously requested No Thru Truck traffic on Serene Hills Dr.
As others have said people don’t stop at the stop signs, they roll through them. Widening the road to 4 lanes will encourage more roll throughs and increases the interaction risk of pedestrians and vehicles.

It is unbelievable that the City of Lakeway is even considering widening Serene Hills Drive #3 AGAIN! All of us who live in Serene Hills have worked very hard with the City Council to take this option OFF the table the first time it was presented. The City Council worked with us to make Serene Hill Drive safer, by first, putting in the Yield Signs, and when that didn't work, the chance was made to Stop Signs (which cars ignore very often) and then, lowing the Speed Limit, and just recently approving a NO THRU TRUCKS SIGN so our neighbors could cross the street safely. Unfortunately, this only happened after the last vitality on Flint Rock Rd. We have ONLY one playing area for the entire community on our side of Serene Hills Drive adults and children use, which is currently being updated, using money from the HOA so the ENTIRE neighbor can enjoy it.
This is a NEIGHBORHOOD, with two sides for it's residents, not a Minor Arterial to improve traffic flow. Putting Serene Hills Drive back on the 2025 Comprehensive Plan shows no regard for the City of Lakeway's residents safety!!

Serene Hills is busy road as it is. We already see significant traffic jams with people cutting through Serene Hills to get in between 71 and Flint Rock. Cara speed through all the time and consistently blow through the stop signs. We strongly object to the proposed widening of Serene Hills Drive. This is fundamentally residential - home to families with children. This will increase vehicle volume, speed, and increase safety risks for pedestrians, cyclists, and children. As someone who enjoys running and walking around the neighborhood, I would not feel safe or comfortable having to cross 4 lanes of traffic. This is a small neighborhood that already does not have sidewalks within it. This would completely divide the 2 sides of the neighborhood making it very challenging to embrace our small community. Widening of Serene Hills will only cause more back up due to funneling at Flintrock. This is a terrible idea and alternatives should be strongly considered.

Has anyone seen Serene Hills Dr during one of our recent Snowpacalypse storms?
Anyone at anytime can observe the traffic at Serene Hills Dr during our unpredictable weather but I would really have to see school busses sliding down the Hill. Just drive down it now and use your imagination. The slope on this road would be one of the most dangerous intersections in all of Lakeway.
Please look into what it would take to make thease hills safe.

I strongly oppose the proposed widening of Serene Hills Drive. While we understand the need for thoughtful infrastructure planning in a growing city, this particular proposal would bring significant and lasting harm to our neighborhood without proportionate benefit. Many homes either back up to or directly face Serene Hills Drive. Widening this road would place heavy traffic, noise, and pollution directly at our doorsteps. This degradation of residential quality will undoubtedly lead to a decline in property values. Prospective homeowners are less likely to invest in properties adjacent to major thoroughfares, and existing residents will suffer financial losses on what is often their largest investment.
Serene Hills is home to many families with young children, cyclists, joggers, and pet walkers. The current two-lane configuration already requires vigilance, but remains manageable. A four-lane road, however, would invite higher-speed traffic, cut-through driving, and increased risk of accidents.
Our peaceful, community-oriented streets were not designed for this kind of traffic volume or speed.
Lakeway should prioritize our community livability and preservation of what makes our neighborhoods desirable in the first place.

Cars already race down Serene Hills Drive toward Ringtail Stream Drive as if navigating an F1-style S-turn, creating a high-speed corridor through what was designed to be a quiet residential area. With no stated policy or policing in place to curb reckless driving, it will escalate, increasing the likelihood of collisions.
Additionally, the neighborhood trail system intersects Serene Hills Drive without a designated safe crossing for bikers or hikers. Any increase in traffic volume significantly increases the risk of accidents. Users of the trail system frequently find themselves in precarious situations, navigating speeding vehicles with little protection.
As a runner, I regularly witness cars blowing through stop signs, leading to numerous near misses. If a 6’4” adult wearing reflective gear and safety lights experiences this danger firsthand, imagine the heightened risk for children and pedestrians.
The combination of excessive speed, unchecked traffic, and inadequate pedestrian infrastructure creates an increasingly hazardous environment for everyone on Serene Hills in its current form. Doubling the volume of traffic with no stated policy or policing looking to curb reckless driving and unchecked traffic growth through a residential area will worsen safety hazards for residents and commuters.

Regarding option #9, I would like to voice my strong opposition. A) extensions of Barrie and Joseph straight to 620 would have very limited use, as they would be right-turn only onto 620. The neighborhood already has easy access to 620 via the light at Dave Dr. B) The population that, on paper, would benefit the most from having closer access to 620 is the Northwest section of the neighborhood, and as a resident of that portion of the neighborhood (15505 Barrie Dr), I am strongly opposed to this. It takes all but 60 seconds to get to the light at Dave Dr, and adding these connections will only increase traffic in the neighborhood which is currently a safe haven for kids who (as many people want) feel safe to visit and play with friends. C) if the desire behind these proposals is to give residents of the neighborhood more points of egress in the case of emergency, the proposal to connect Farris to Gebron would offer the same benefits and more.

I just read the proposal to Widen Serene Hills Drive, and it is concerning to me as a resident and homeowner in Serene Hills. I am frustrated and disappointed in the direction this community is being taken. The beautiful east trail has been all but destroyed by the water tanks already, and with this road widening, we won’t be able to walk on Serene Hills Drive, with 4 lanes of traffic barreling through this quiet neighborhood!

This is primarily a residential neighborhood and the road widening poses safety safety risks: wider roads = faster traffic, endangering pedestrians/cyclists of this neighborhood.
Additionally, the loss of trees, increased stormwater runoff, higher noise and air pollution because of higher volume of vehicles would reduce the quality of life.

The construction noise, dust, and long-term traffic increases will disrupt our neighborhood’s character and reduce property values.

I urge you to reconsider this project and collaborate with residents on people-centered solutions.

The increase in vehicles on Serene Hills Drive due to “cut-through” traffic between SH71 and RM620 – by as much as 535% since 2011 -- was anticipated in the 2020 Comprehensive Plan and has exceeded that projection. Rather than try to accommodate that increase by adding more lanes – a tactic that only induces more traffic -- we should be trying to discourage cut-through vehicles with a combination of tolls, congestion pricing and fines.

It's beyond obvious that increasing the number of lanes on Serene Hills Drive would make it busier, noisier and less safe. No homeowner wants this. We ask that you apply a more common-sense solution to the problem, one that works for the Lakeway residents you represent.

First of all, as someone already pointed out, there are homes that are built right up to Serene Hills so practically speaking and for safety, there is no way to widen Serene Hills.
Second, also as someone already pointed out, widening Serene Hills will only make matters worse going into Flintrock and will back traffic up into Serene Hills.
Third, with the distribution center being built across 71 we are already facing an increase of 18-wheeler traffic cutting through our neighborhood, despite the restrictions that went into place because I still see trucks cutting through.
Fourth, if all of the neighborhood comments are ignored and the city proceeds to widen Serene Hills anyway, I would certainly hope that the city would finally start maintaining Serene Hills instead of relying on some "agreement" that the developer put in place where the HOA has to pay for it and the residents are double taxed for something that should be covered by our property tax.
Finally, you can't solve the traffic problems on 620 by simply shifting the traffic through a residential neighborhood and creating new problems, e.g. what are we going to do replace the stop sign with a traffic light? Have you ever seen how much Serene Hills already backs up every morning with high school students?

I oppose paving Joseph and Barrie all the way to 620. This would pose a danger to our children and neighbors. The hills are very steep and views are blocked to oncoming traffic/pedestrians. I would like to see Delsie Drive improved and paved all the way from Dave Drive to Barrie, intersecting with Joseph. This would ease traffic on Dave Drive and help with the back up at the light at Dave Drive and 620. (by adding the use of the light at the bank and 620 as way to exit the neighborhood).

I strongly oppose the connection of Joseph Drive to 620. This came up a few years ago to strong opposition, one point being the lack of visibility from the top of the street to the midpoint of the part of Joseph before the first stop sign. There are no sidewalks and a lot of pedestrian activity, not to mention steep driveways with basketballs that roll into the street that kids and parents have to chase down. This lack of visibility will put lives of kids at risk. We have a quiet community where kids play outside and we will lose that should we lose safety. I live at 15402 Joseph and will likely move if this happens to protect my children - and that breaks my heart but that's how terrified I am and how real the threat is.

Widening Serene Hills Drive does not address the fundamental cause of the traffic congestion within the region. Regrettably, it can only be perceived as a temporary solution to a much more substantial traffic problems. The root cause lies in RM620 and SH 71, which fail to adhere to traffic efficiency standards in a thriving, contemporary, and rapidly expanding metropolitan area such as Austin. Conversely, the widening of Serene Hills Drive poses significant challenges for the city and its community:

1. It poses a substantial safety concern for young families with children and young high school students
2. It diminishes the home value of a young, modern, high-end, and expanding community. Residents who move into the Serene Hills area may lose its appeal.
3. Long-term expenditures for the city will increase due to road maintenance, potentially including the installation of traffic lights.
4. The city will experience a reduction in real estate taxes.

The Serene Hills community provides a substantial tax base to the city of Lakeway. Increasing traffic volume through the heart of a desirable, high-end community will result in a decrease in home values. An attractive two-way lane with pedestrian and bicycle lanes featuring attractive landscaping is the preferred road design. This road design simplifies the construction of the road connection to Lakeway Boulevard and ultimately to RM620, resulting in significant cost savings and increase of home values.

There are homes all along Barrie with people living in them who probably don't want a road through their living room. This was also brought up a few years ago with strong resident opposition.

I oppose the widening of Serene Hills Drive. This is a residential street and enough cars are already cutting through as it is. Lakeway and Bee Cave should focus on widening and improving SH71 and RM620.

I'm disappointed in the continued lack of forethought on how to account for the rate of growth and expansion of Lakeway. There are no viable options presented to not only account for the continued expansion within this area but to even the alleviate the burden already being placed on current neighborhoods and its residents with the ever-increasing congestion and traffic being experienced. Serene Hills Drive is already an untenable and unsafe option to facilitate the growing volume of traffic flow from 71 to 620. Expansion of Serene Hills Drive doesn't solve that problem rather exasperate existing ones. It is ill-conceived to position expansion of Serene Hills Drive (SHD) would improve flow. It will not. It will worsen given you will continue to intentionally direct any and all traffic flow from 71 to 620 (and vice versa) via Serene Hills Drive. It is an illogical solution to a self-created problem by the city of Lakeway who did nothing to establish multiple arterials that were obviously needed to create an effective flow of traffic from 71 to 620 as the obvious rate of growth increased over the last 10 years. You will deliberately devalue the brand new homes that now line Serene Hills Drive, exponentially increase congestion on SHD and Flint Rock road and most certainly create an already increasing safety risk for families and children of serene hills by trying to widen SHD. How expanding serene hills drive continues to be perceived as an option is baffling. You will drive people out of their homes. You must establish net new thoroughfares and arterials well past the entrance of SHD from 71 and Lakeway Blvd from 620. New arterials and solutions are needed, not expanding on existing problems with existing arterials by expanding.

I am strongly opposed to the widening of Serene Hills Rd. The majority of traffic is to/from the high school in the morning and afternoon. Otherwise this is a quiet neighborhood road - and should remain as such. When the new high school that was approved by voters is built the traffic on this road will be non-existent. There are homes both facing and backing to this road that would be negatively impacted. This is a neighborhood street not a cut-through. Widening it will also encourage the 18 wheelers from Velocis to use this as a cut through - even though the ordinance is in place. Please do not widen this road - the Flintrock extension is a much better bypass for access to 71 to Bee Creek.

I do not support the widening of Serene Hills Dr. There is already too much cut through traffic and many of the people that cut through are in a hurry and drive too fast and roll through the stop signs. I think the City should focus on improving 71 and 620 to reduce cut through traffic on Serene Hills Dr and Flint Rock Rd. It's all residential and nothing commercial so the area doesn't need to be used as a cut through and as another commenter suggested there should actually be measures taken to counter the cut through traffic such as gates (wishful thinking) or even speed bumps.

I strongly oppose any further widening of Serene Hills Dr. It would make this dangerous for all the families living right next to it. This will not be helpful in resolving any traffic issues but would make things worse. City should focus on creating better infrastructure along RM 620 to fix traffic like reducing traffic lights by making underpasses and not try finding routes between neighborhoods to divert traffic into communities.
